Check for power to the switch (key on), no power to switch check plug and wires for corrosion/ damage. If you have power to the switch, check the switch (contacts in switch may be worn/corroded/damaged.So until the passenger window is "reset" such that the computer knows the difference between real obstruction and something in the way before the window is supposed to reach it's limit, it will not let the driver control it.
