Previously I was able to access ships when they landed as long as I snuck by and didn't fight the ones that got out of them, now all landed ships say Inaccessible outside of my own and certain ships I'm meant to board for quest related reasons etc.I reloaded an old saved game and removed a MOD I recently added and it seems to have fixed the issue as I can now board regular ships, there are NPCs around ...
